is probably not possible to be perfectly consistent, particularly between individual teams, for the reasons you cited I do not believe general consistency is impossible. It may also be that the Chairmen do a poor job of articulating the reasons from year to year, however, in the past these consistency complaints come from all corners(coaches, players, fans, administrators, etc.) so there is probably some merit as the NCAA has worked over the years to tweak the process and improve transparency.
